01. Definitions and Categories of Accredited Media
Definition of Media Outlets
【Coverage of B.LEAGUE Matches】
-
The B.LEAGUE only accepts coverage of its matches for the purpose of “sports journalism”, and gives priority to coverage requests from media outlets primarily engaged in sports journalism, including members of the Sports Press Club in Japan and basketball or sports-specialized media.
-
The application procedures and the number of accredited media personnel may vary depending on the media outlet’s affiliated organization or category, as well as the specific event. Please refer to the latest information for details.
-
When coverage is concentrated at a single venue (e.g., during championship-deciding matches or B.LEAGUE-managed matches), the setup may differ from normal. In such cases, separate guidance will be provided in advance.
-
All media outlets and representatives planning to cover B.LEAGUE official matches must apply in advance via B.LEAGUE Media Channel. Please refer to the subsequent sections for detailed information on the B.LEAGUE MEDIA CHANNEL and procedures for applying for game coverage.

Applications will generally be accepted from 14 days before the match, with a deadline of the three days before the match. If you wish to cover a game, please submit your application via the B.LEAGUE MEDIA CHANNEL.
Please note that for certain games, the application deadline may be earlier than three days before the game.

Internet media (including mobile/smartphone sites and apps) are generally not accepted, with some exceptions.
-
On game day, once accreditation control begins, no filming, live streaming, broadcasting, or internet distribution related to matters other than the game may be conducted within the arena premises without prior approval.
-
If your activities harm the interests of the B.LEAGUE or B.Clubs, or defame or slander individuals or groups, causing a detriment to Japanese basketball, we may refuse future coverage requests.

Registration with the Media Channel does not guarantee approval of coverage applications. Approval may be subject to review depending on the game and the discretion of the home club.
【Accredited Media to cover B.LEAGUE】
The B.LEAGUE only accepts coverage of its matches for the purpose of “sports journalism”, and gives priority to coverage requests from media outlets primarily engaged in sports journalism, including members of the Sports Press Club in Japan and basketball or sports-specialized media.
The roles of media representatives are categorized into three types: "Journalist," "Photographer," and "Video/Audio Coverage." The number of media personnel (coverage slots) allowed for each role is specified.
Reporter
-
Reporters are limited to a maximum of two (2) persons per media organization. If the number of applicants exceeds the capacity of the media area at a given arena, priority will generally be given to applicants from higher-ranking categories. However, when multiple applicants are submitted from the same higher-ranking category, the first applicant from a lower-ranking category may be given priority over the second applicant from the higher-ranking category.

Even if a media outlet falls within one of the eligible categories listed below, B.LEAGUE may, based on factors such as the outlet’s past publication record, request the submission of a proposal or coverage plan for content review. Approval or denial of accreditation may then be determined based on the submitted materials.

Media organizations that do not hold game footage rights but wish to conduct video coverage of post-game press conferences or mixed-zone interviews should apply under the category “Video Coverage (NRH)”, which is described later in this document.

〈1〉Member Organizations of Sports Press Clubs
Eligible Media: News agencies, newspapers, and television stations (reporter coverage) that are members of the national sports press clubs listed in ①–④ above.
For radio coverage, please refer to “Regarding Radio Coverage” described later.

As a general rule, priority will be given to member organizations of sports press clubs located in the game’s host region, particularly those based in the prefectures where the home club and away club are located.
-
If there is no sports press club in the area where a B.Club is located, media organizations designated by B.LEAGUE will be treated in the same manner as sports press club members.
-
Applications must be submitted on an individual basis through the B.LEAGUE MEDIA CHANNEL by the application deadline (normally three days before the game), subject to the media capacity allocated for the event.

For games expected to attract a large number of media personnel, news agencies and newspaper companies with nationwide headquarters, branch offices, and bureaus may be asked to coordinate the number of attendees among their offices.
-
On the day of coverage, media personnel must carry a press card, employee identification card, or another form of identification that can verify their identity, and must present it upon request.
-
Coverage content may be published not only in newspapers and periodicals issued by news organizations but also on websites that supplement those publications (e.g., digital editions of the media outlet). However, accreditation approval is granted to the primary media outlet, and applications from standalone internet media operated by the organization (e.g., a company-operated podcast) are accepted only for certain media organizations approved by B.LEAGUE. If approved, personnel must generally be accommodated within the primary media outlet’s allocation (up to two persons). For on-site coverage, please refer to the notes under 〈3〉 concerning radio broadcasting.
〈2〉Basketball and Sports Specialty Media, Other TV and Radio Broadcasters, Local Media, and Other Media
Eligible Media:
⑤–⑥ Basketball and sports specialty media organizations; other television and radio broadcasters (excluding sports press club members); and ⑦ other media organizations (newspapers not affiliated with sports press clubs, members of the Japan Magazine Publishers Association, internet media, registered freelancers, and club-recommended media).

Reporters and editors belonging to the above eligible media organizations must apply individually through the B.LEAGUE MEDIA CHANNEL by the application deadline (normally three days before the game), subject to the media capacity allocated for the event.

If a freelance reporter is assigned as a representative of a media organization, the application must be submitted by that media organization. In such cases, the individual will count toward the organization’s media allocation. Please refer to 〈3〉 Freelancers (Writers) below.

For coverage related to magazines or publications that are not periodicals, a project proposal must be attached and submitted to the communications department of the organizing body (club or league) to confirm whether game coverage will be permitted.

Applicants may be asked to provide additional details regarding coverage plans or to coordinate the number of attendees.

On the day of coverage, media personnel must carry a press card, employee identification card, or another form of identification that can verify their identity, and must present it upon request.

For media personnel in category ⑦ and for magazines or publications that are not periodicals, B.LEAGUE may request reports of published articles through the B.LEAGUE MEDIA CHANNEL.

【Internet Media (Including Mobile Sites, Smartphone Sites, and Apps)】

The internet media organizations authorized by B.LEAGUE are determined by B.LEAGUE prior to the start of each season.
-
Applications from standalone internet media outlets are accepted only from certain media organizations approved by B.LEAGUE. (YouTube-only channels and note-only publications are not eligible.)
-
Media organizations approved by B.LEAGUE must be operated by a legal entity and must generate at least 500,000 page views per month. Additional consideration will be given based on the media outlet’s operational status and track record.
-
As a general rule, standard journalistic activities (the continuous dissemination of factual information such as game results, records, and player comments to the general public under the editorial responsibility of a news organization) must be published on platforms that are freely accessible to anyone without membership registration or payment. Articles restricted to paid members or content distributed through subscription services are not eligible.

However, the following exceptions may be permitted to charge for individual articles upon prior application:

① Media operated by established and socially recognized news organizations with editorial responsibility (e.g., digital editions of newspapers and magazines)
-
② Media that B.LEAGUE has specifically recognized as equivalent to such news organizations based on previous coverage performance
-
For podcast programs operated by organizations belonging to categories ①–⑦, a project proposal must be attached when applying for coverage.
-
If no game footage is being recorded and video coverage is limited to post-game press conferences or mixed-zone interviews, applications should be submitted under the category “Video Coverage (NRH)”.
-
The use of video and audio obtained from press conferences and mixed zones is subject to the Video Usage Regulations.
-
Eligible media organizations must submit applications through the B.LEAGUE MEDIA CHANNEL on an individual basis via the media company by the application deadline (normally three days before the game), subject to the event’s media allocation.
【Registered Freelancers (Writers)】
-
Freelance writers must complete a registration process before the start of each season.
-
Registration Criteria: At least 20 published articles per year with media organizations authorized under categories ①–⑤.
-
Registered freelance writers must renew their registration once per year.
-
Even if the above criteria are not met, registration may be approved on a case-by-case basis based on the applicant’s activities during the previous season or a recommendation from a club.
-
Applications must be submitted through the B.LEAGUE MEDIA CHANNEL by the application deadline (normally three days before the game).
-
On the day of coverage, applicants must carry identification that can verify their identity and present it upon request.
-
When publishing articles, a byline (author credit) must be included. Published articles and other exposure results must be reported through the B.LEAGUE MEDIA CHANNEL.
-
When applying for accreditation, applicants must provide specific details regarding the purpose and content of the coverage. Approval decisions are made by the organizing body (club or league).
【Club-Recommended Media】
-
Club-recommended media refers to print media, internet media, and community radio stations that regularly cover a particular club.
-
Eligible media are those that have been recommended by a club to B.LEAGUE Communications and subsequently approved by B.LEAGUE.
-
A media outlet may serve as the recommended media organization for only one club. Media organizations wishing to become recommended media should contact the club’s communications department.
-
As a general rule, applications may only be submitted for the designated club’s home and away games. However, coverage of away games is subject to approval by the organizing club.
*Radio interview

The eligible media organizations are radio stations that are members of sports press clubs, as well as nationwide commercial FM stations and Wide FM stations as designated by Japan’s Ministry of Internal Affairs and Communications. Radio coverage is treated in the same manner as reporter coverage, with a limit of two (2) persons per media organization. Community radio stations are classified as “Club-Recommended Media.”
〈1〉News Coverage and Team Support Programs

As a general rule, priority will be given to member organizations of sports press clubs and radio stations located in the prefectures where the home club and away club are based, among those in the region where the game is being held.
〈2〉Coverage for Other Programs
-
As a general rule, applications must be submitted to the organizing body (club or league) by the deadline for media accreditation for the game in question, together with a program proposal.
-
The number of personnel permitted for coverage will be subject to the media allocation established for that game.
〈3〉Notes Regarding Radio Broadcasting
-
Audio recording at the game venue is permitted during post-game press conferences and in the mixed zone.
-
Radio stations other than those holding live broadcast rights may not record audio within the game venue. In addition, they may not transmit information in real time to a broadcast program or to communication media such as the internet during the game.
-
Any real-time distribution or publication of information during the game to an on-air program or to communication media such as the internet will be regarded as a live broadcast.

For details regarding radio broadcasts and the application process, please contact the club serving as the organizing body for the game.
Photographer
Photographers are limited to a maximum of two (2) persons per media organization. If the number of applicants exceeds the capacity of the media area at a given arena, priority will generally be given to applicants from higher-ranking categories. However, when multiple applicants are submitted from the same higher-ranking category, the first applicant from a lower-ranking category may be given priority over the second applicant from the higher-ranking category.

Video coverage
02. Game Coverage Regulations

TV crews conducting game video coverage (ENG) are limited to a maximum of one crew consisting of four (4) persons. The number of crews permitted per media organization varies by game and will be determined by the organizing body (club or league).

If the number of applicants exceeds the capacity of the media area at a given arena, priority will generally be given to applicants from higher-ranking categories.
-
Non-rights holders (NRH) who do not film games or record game audio are generally limited to a maximum of two (2) persons per media organization. The number of cameras (recording devices) that may be brought on-site is limited to one (1) unit.

After AD control begins on game day, filming, live streaming, broadcasting, or internet distribution of video footage without authorization is prohibited, even during periods when the game itself is not being played. Thank you for your understanding.

In addition, any camera capable of recording video footage (including handheld cameras, compact cameras, action cameras, smartphones, etc.) will be counted as one camera per crew, regardless of type.
〈1〉Member Organizations of the Sports News Association and News Coverage
Eligible Media: Tokyo-based key television networks (NHK, Nippon TV, TV Asahi, TBS, TV Tokyo, Fuji TV), local affiliate stations of those networks, and independent UHF television stations.

When applying for accreditation, affiliated stations are requested to coordinate personnel numbers within their network group before submitting applications.
-
Video footage (including raw footage) recorded for news purposes may not be provided to third parties. However, this restriction does not apply to the exchange of footage for news-reporting purposes between the same broadcaster and its affiliated stations, provided that no compensation is involved. For details, please contact the B.LEAGUE Video Management Office.

This restriction does not apply to special programs produced by member organizations of the Sports News Association. Please refer to the section below for details.

If you are unsure whether a program qualifies as a news or sports news program, please contact the B.LEAGUE Video Management Office in advance.

If personnel will be present solely to receive recording media, please contact the communications department of the organizing body for the game.

〈2〉Basketball Specialty Programs and Club Support Programs
-
Basketball specialty programs and club support programs with regularly scheduled broadcast slots may apply for registration collectively before the start of the season or before the launch of the program. Approval from B.LEAGUE or the B.LEAGUE Video Management Office is required. Information regarding registration fees (including licensing fees) and related matters will be provided separately during the application process.

Programs approved by the B.LEAGUE Video Management Office that wish to cover a game must submit an application through the B.LEAGUE MEDIA CHANNEL by the application deadline (normally three days before the game), subject to the media allocation for the event.
-
Depending on the available media allocation, a program may not be permitted to cover the event independently. In such cases, applicants are requested to coordinate personnel numbers with sports news and news program crews before submitting an application.
〈3〉Coverage for Other Programs
-
As a general rule, applicants must submit a program proposal no later than 10 days before the game they wish to cover. Applications must be submitted through the League Video Usage Application System as a “Video Usage Application (for Television Broadcasting)” and through the B.LEAGUE MEDIA CHANNEL as a “Game Coverage Application.”
-
Please note that coverage may not be approved depending on the contents of the application.
-
If the recorded footage is to be broadcast, a prescribed video usage fee will apply (see the “Video Usage Regulations”). For information regarding fees and usage rules, please contact the B.LEAGUE Video Management Office.
-
As a general rule, each program is limited to one crew (one camera and up to four personnel, including the director).
-
Depending on the available media allocation, a program may not be permitted to cover the event independently. Applicants should coordinate personnel numbers in advance with sports news crews, news program crews, basketball support program crews, and club support program crews before applying.
-
As a general rule, pay television services such as paid BS, CS, and CATV broadcasters may not film games or use game footage.
〈4〉Non-Rights Holders: Video Coverage by Media Organizations Without Court-End Filming Rights (excluding member organizations of the Sports News Association)
Eligible Media: Media organizations that fall under Reporter Priority Categories ①–⑦ and wish to conduct separate video coverage.

Non-rights holders may only cover post-game press conferences and mixed-zone interviews. No video or audio recording of any other content—including the game itself—is permitted under any circumstances.
-
For internet media, video coverage is permitted only for certain media organizations approved by B.LEAGUE, and is limited to post-game press conferences and mixed-zone interviews. The eligibility criteria are as stated in the “Reporter” section under <2> Basketball and Sports Specialty Media, Other TV and Radio Broadcasters, Local Media, and Other Media【Internet Media (Including Mobile Sites, Smartphone Sites, and Apps)】.

The maximum permitted usage length of recorded footage is three (3) minutes.
1. Coverage Area

The media areas are designated according to job category (Reporter, Photographer, Video/Audio Coverage). Please conduct your coverage in compliance with the designated area for each category.

As a general rule, coverage and filming outside authorized media and photography areas—such as spectator seating (stands)—as well as filming from press seats, are prohibited.
-
If you wish to conduct coverage or filming in areas inside or outside the venue other than the designated media/photography zones, including before doors open or after the game ends, you must consult the communications department of the organizing body (club or league) in advance.

Smoking is prohibited except in designated smoking areas. In some cases, smoking may be completely prohibited within the arena premises. Please confirm smoking rules at each venue.

The press reception desk generally opens 90 minutes before tip-off. Please present your accreditation approval email and identification, or equivalent credentials such as a press badge or press card.

AD cards and bibs provided on the day must be worn in a clearly visible manner. They must be returned to the reception desk after the game.

① Press (Reporter) Coverage

The media area during the game will be the press seating area in the stands.

Access to courtside areas other than the press seating area is not permitted.

② Coverage Requiring Filming (Photographers, TV Crews)

Movement during the game is prohibited (movement is only allowed during quarter breaks and halftime).

Tripods must be used at their lowest height. Some venues may prohibit the use of tripods, so please check the rules of the organizing club for the relevant game and follow staff instructions.

Filming from the stand level is generally not permitted. However, it may be allowed for programs that have been pre-approved by B.LEAGUE or the organizing club. If you wish to request this, please contact the communications department of the organizing club or league in advance.
■ TV Crew Pre-Game Stand-Up Reporting

Live broadcasting of stand-up reporting by TV crews other than rights-holding broadcasters is not permitted (including before and after the game; excluding areas outside AD control).

When conducting stand-level reporting with announcers or reporters, prior approval must be obtained from the communications staff of the organizing club. Due to arena layout or production reasons, this may not always be possible.

Permitted time for such activities is until the end of warm-ups.

③ Video and Audio Coverage by Non-Rights Holders

Non-rights holders are not permitted to conduct video or audio coverage within the arena premises until after the game has ended. In addition, bringing recording equipment into press seating is prohibited. Equipment must be stored at your own responsibility in the media room.

After coordination with the communications staff of the organizing body (club or league), coverage may be conducted from press seating or the media workroom. Please note that press seating is limited.
2. About handling interviews

Approximately 10 minutes after the end of the game, the head coach will be made available to the media in the press conference room or mixed zone. In addition, player interviews requested by media organizations will be conducted in the mixed zone or other designated alternative locations.

Post-game media availability is, as a general rule, limited to questions related to the game only.

As a general rule, from 60 minutes before the start of the game until the end of the game, media are requested to refrain from conducting interviews (including one-on-one interviews) with players and staff listed on the official game roster.

B.LEAGUE Official Game Footage Usage Regulations (Summary)
B.LEAGUE official game footage is managed as “property footage” by B.LEAGUE, and is centrally managed, stored, and distributed by the B.LEAGUE Video Management Office (entrusted by B.LEAGUE and operated by the Japan Professional Football League [J.League]).
The B.LEAGUE Video Management Office provides high-quality basketball footage services as part of record-keeping for B.LEAGUE-hosted games and events, games involving B clubs, and the promotion of basketball.
[Definition of Property Footage]
“Property footage” refers to the following types of footage that require authorization from the B.LEAGUE Video Management Office (entrusted by B.LEAGUE) for use.
Usage of property footage is broadly classified into “primary use” and “secondary use.”

“Broadcast rights usage” refers to the use of footage from official B.LEAGUE games for the purpose of pure sports reporting within news programs or sports news programs (including primary and secondary news usage).
<Definition of News / Sports News Programs>
“News / sports news programs” refers to programs produced by broadcasters that are primarily composed of newsworthy content and aired on terrestrial television or free-to-air BS broadcasting.
In news/sports news programs, footage used for reporting game results is limited to a maximum of 3 minutes per game.
● If a program does not fall under the definition of a news/sports news program, the applicable secondary usage licensing fee will be charged.
● Use of footage not related to game result reporting will also be subject to the applicable secondary usage licensing fee.

Basketball specialty programs and club support programs refer to regularly broadcast programs produced by broadcasters that focus on basketball, including B.LEAGUE or B clubs.
All such programs must be pre-registered and approved by the B.LEAGUE video management office. Please apply accordingly.
● Registration applications are accepted in bulk before the season starts or before the program begins broadcasting, and approval from B.LEAGUE or the video management office is required. Registration fees (including usage licensing fees) and related benefits will be provided separately.
Registered programs may use up to 5 minutes of footage per game.
② Other Programs (Variety Shows, etc.)
Please apply via the B.LEAGUE video application system.
This category refers to programs other than “news/sports news programs” and “basketball specialty / club support programs,” such as variety shows.
● For use intended as game result reporting, up to 3 minutes per game is permitted free of charge, limited to use within 10 days including the game date. However, use exceeding 3 minutes will incur the standard licensing fee.
● Promotional or advertising use is included within the standard licensing fee.
● Whether content qualifies as “game result reporting” must be confirmed with the B.LEAGUE video management office.

[Communication Use]
① Internet Content / Programs
“Internet content/programs” refers to content viewed via IPTV, PCs, tablets, smartphones, etc., distributed over the internet rather than through broadcasters.
● Approval will be determined after application. Use may not be permitted in some cases.
● If approved, the usage license period (public availability period) is 1 year. Continued use requires reapplication annually, and licensing fees will apply each year.
● For content accessible from overseas, usage rules and fees differ. Please contact the B.LEAGUE video and broadcast rights group.

For use in devices or services not covered above (home appliances, digital distribution terminals, karaoke systems, etc.), please contact the B.LEAGUE video and broadcast rights group.
[Use Outside Television Programs (Including Commercial Use)]
① Package Media Use
“Package media” refers to video software produced by companies for sales, promotion, or educational purposes, regardless of whether it is paid or free, and includes video stored on physical media such as VHS, DVD, Blu-ray, memory sticks, etc.
Usage conditions: reproduction beyond the approved period or quantity is prohibited. After the usage period expires, master tapes must be deleted immediately. However, continued use is allowed if reapplication is submitted at least one month before expiration and approved by the B.LEAGUE video management office.
② Film Use
Refers to films produced for public theatrical screening. This license also includes subsequent video release and television broadcast after theatrical release. Standard usage fees apply. Internet distribution is not included.
③ Public Screening / Playback Use
Refers to commercial event screenings (including free events), in-store displays, public displays, transport service screens (e.g., trains), hotel in-room services, etc. Standard usage fees apply.
④ Advertising / CM Use
“Commercials (CM)” refer to promotional commercials sponsored by advertisers regardless of media type, including promotional spots in communication services and events unrelated to broadcasting operations.
Usage is subject to approval by B.LEAGUE / the video management office, and standard fees apply. For TV commercials, fees vary depending on broadcast region.
For internet banners or video ads, fees vary depending on viewing area and duration.
For package media advertising or venue/public screen advertising, please apply via the application system.

[Scope of Usage Time Limits]
The 3-minute or 5-minute usage limit applies only to game footage recorded on the court.
● Footage outside the game itself (stands, concourse, warm-ups, press conferences, mixed zone, etc.) is generally excluded from these limits.
※ However, other usage rules still apply; this does not mean unlimited free usage is permitted.
[SNS Use in Relation to TV Broadcasts]
TV stations or official program accounts may use footage for SNS posts related to program promotion or post-broadcast content under specific conditions.
Applications must be submitted via the SNS official account application form.
Once approved, repeated applications are not required for that account.
Conditions:
● Must be an official SNS account of a TV station or program approved in advance
● Eligible platforms: X / Instagram / Facebook / TikTok
※ YouTube is excluded
● Only footage used in the TV program may be used
● Must comply with deletion requests from B.LEAGUE if issued

Regarding credit notation when using official footage

<Placement / Duration of Credit>

〈1〉International Media Based in Japan
International news agencies with coverage experience of B.LEAGUE, reporters belonging to the Foreign Press in Japan, and photographers are generally required to obtain an account through the Japan-based branch office of the organization and submit game coverage applications via the B.LEAGUE MEDIA CHANNEL.
Media accreditation will be allocated in accordance with the media capacity set for the relevant game.
〈2〉International Media Based Outside Japan
For international media organizations located outside Japan, video coverage may be subject to usage fees. Please also refer to the section below titled “Television Broadcasters and Media Requesting Video Coverage.”
■About Media Allocation

Media allocation will follow the capacity set for the relevant game. As a general rule, the organizing club will not provide interpreter support for coverage. If you require an interpreter or coordinator to accompany your coverage, please indicate this at the time of application.

※ For games expected to attract a large number of media personnel, priority may be given to media organizations from countries with strong relevance to the teams involved in the game.

■Regarding Media Accreditation Applications

Please complete the required information and submit your application via the B.LEAGUE MEDIA CHANNEL to the organizing club of the relevant game no later than 5 days before the game.

First-time applicants covering B.LEAGUE, or those applying for a B.LEAGUE MEDIA CHANNEL account, must attach documents that verify media affiliation when submitting either the accreditation application or the account application. Acceptable documents include a copy of a foreign press card, a copy of an employee ID card or business card, or—if applying as a freelancer—a letter from the editorial department of the intended publication confirming assignment.
■Regarding Television Broadcasters and Media Requesting Video Coverage

All overseas television broadcasters and media organizations wishing to conduct video coverage must obtain a B.LEAGUE MEDIA CHANNEL account and submit an accreditation request to the organizing club of the relevant game no later than 5 days before the game. Please note that account registration may take several days, so applicants are advised to apply well in advance.

After the application has been received, B.LEAGUE will notify the applicant via the B.LEAGUE MEDIA CHANNEL regarding whether coverage is approved. Please note that coverage may be denied due to broadcasting rights restrictions.

If overseas television broadcasters or video media record and broadcast game footage, usage fees may apply. Please note that usage fees may also apply for footage recorded outside the game itself, such as in mixed zones or press conferences.
